Message: No OFSS batches were found
Explanation: It's OK to repeatedly call rroad_OFSS_load when there's nothing (yet) to process.
In particular, the Foxhound rroad_OFSS_load procedure looks for "head" files with correctly formatted file names.
This rroad_OFSS_load.status value is returned when no such files are found in the input folder.
